Over 800,000 Tons of Cambodian Cashew Flood into Vietnam: 0% Import Tax Becomes Key to Vietnam’s Global Cashew Expansion

Despite prices rising nearly 20% year-on-year, cashew imports from Cambodia continue to flow strongly into Vietnam, thanks to the advantage of a 0% import tax rate. This stable supply not only secures raw material inputs but also serves as a strategic lever for Vietnamese cashew kernels to reach global markets.

According to preliminary data from the General Department of Customs, in June 2025 alone, Vietnam imported more than 281,000 tons of raw cashew nuts worth over USD 419 million — a slight decrease of 0.9% in volume and 3.4% in value compared to the previous month.

However, in the first six months of 2025, imports surged to 1.6 million tons, with a total value of USD 2.49 billion — up 7.1% in volume and notably 38.1% in value compared to the same period in 2024. Average import prices are showing a clear upward trend.

Cambodia – The Game-Changer for Vietnam’s Cashew Industry

Leading the supply chain, Cambodia exported over 890,000 tons of raw cashews to Vietnam in the first half of the year, worth USD 1.35 billion — up 14% in volume and 35% in value. The average import price reached USD 1,516 per ton, marking an increase of nearly 20%.

Most notably, cashew imports from Cambodia benefit from a 0% preferential import tax, in accordance with Circular No. 40/2014/TT-BTC from the Ministry of Finance. This policy is considered a strategic advantage, helping domestic processors reduce raw material costs and enhance competitiveness in global markets.

Currently, Cambodia has 435,733 hectares of cashew cultivation, with an annual output of approximately 508,283 tons. In 2022, the country exported over 471,000 tons, 98.5% of which was destined for Vietnam — underscoring Cambodia’s critical role in Vietnam’s cashew supply chain.

African Supply Markets Show Diverging Trends

After Cambodia, several African countries remain key cashew suppliers to Vietnam:

  • Ivory Coast: Over 152,000 tons valued at USD 244 million — a sharp 30% drop in volume, but average price surged 43% to USD 1,600 per ton.
  • Nigeria: Supplied over 151,000 tons worth USD 225 million — up 31% in volume and 79% in value, with the average price rising 37% to USD 1,487 per ton.

However, cashew imports from non-ASEAN African countries are subject to a 5% tax, making them costlier than tax-exempt Cambodian cashews under the ASEAN trade framework.

Although Vietnam is the world’s leading exporter of processed cashew kernels — accounting for over 80% of global output, exported to more than 90 countries — it still relies heavily on imported raw cashews to sustain production.
