Since 2017, when the Central Committee adopted Resolution 10 affirming that “the private sector is an important driving force of the economy,” the private business community has drawn considerable motivation. However, with Resolution 68, the Politburo has gone further—not only reaffirming the essential role of the private economy but also introducing clear directions, solutions, and targets to build a transparent, healthy, and competitive business environment.

Most importantly, policy interpretation and implementation must be synchronized from central to local levels, ensuring confidence for enterprises to invest and expand.

2. Enhancing human capital capacity

Resolution 68 sets an ambitious target to train 10,000 chief executive officers – a strategic move toward cultivating a new generation of private business leaders with strong knowledge, skills, and global thinking. As an active member of the Hanoi Young Business Association, Dolphin is committed to supporting CEO training programs, mentoring, experience sharing, and leadership development to build a new generation of resilient and aspirational Vietnamese business leaders ready to go global.

3. Supply chain linkage – The core of sustainable development

Dolphin believes that close collaboration between enterprises—regardless of size or ownership structure—is essential to building a strong domestic supply chain. The development of green logistics alliances and integration of services, transportation, warehousing, and technology is a vital direction to reduce national logistics costs and elevate the position of Vietnamese enterprises on the global stage.

We propose that the Government and relevant agencies establish evaluation criteria and prioritize financial, land, and technological support for efficient, scalable, and cross-sector value chain models.

4. Tangible support for micro, small, and startup enterprises

In the logistics sector, micro and small businesses account for a large proportion but often face barriers in accessing technology, land resources, and modern management systems. State-provided shared digital platforms, and access to management, financial, and HR software, will help these emerging businesses reduce time and costs while focusing on their core competencies.

Dolphin Sea Air also recommends that authorities support the creation of co-working spaces and logistics incubators—where innovative ideas can be nurtured in a practical and supportive environment.
