PROCEDURES FOR REGISTRATION LIST OF SYNCHRONIZED MACHINERY, EQUIPMENT AND LINE
1. General introduction
A machine (or Machine for short) is a physical system that uses energy to apply force and execute motion to perform an action. Machines can be controlled by animals, people, natural forces such as wind and water, and by energy (thermal, electrical, mechanical, ...). They consist of a system of mechanisms that shape the input and distribute the force of the actuator to achieve a specific application of the output force. 2. Legal basis and policy for registering a comprehensive list of machinery, equipment and lines

3. Procedure for registering a comprehensive list of machinery, equipment, and lines
Lines, machinery and equipment are divided into 2 types:
- Classification of combined machines or machine combinations in Chapters 84, 85 and 90 of Vietnam's List of Exported and Imported Goods.
- Classify machinery and equipment in unassembled or disassembled form.
Pursuant to Circular No. 14/2015/TT-BTC:
“Article 7. Classification of combined machines or machine combinations in Chapters 84, 85 and 90 of Vietnam's List of Exported and Imported Goods
- Customs declarants importing combined machines (consisting of two or more machines) or combinations of machines in Chapters 84, 85 and 90 of the List of Vietnam's imported and exported goods are selected to classify according to prescribed in Legal Notes 3, 4, 5, Part XVI of the List of Vietnam's export and import goods or classified according to each machinery and equipment.
- In case of classification of combined machines or machine combinations according to the provisions of Notes 3, 4, 5, Part source, returning on the same trip or multiple trips, completing procedures at one or more different border gates, the customs declarant and customs authority shall follow the instructions in Clauses 3 and 4 below
- Procedures for customs declarants:
a) The customs declarant registers the List of machinery and equipment, hereinafter referred to as the List, electronically (according to form No. 01/DKDMTB/2015, Appendix issued with this Circular), Enclosed with 01 reconciliation monitoring slip (according to form No. 02/PTDTL-DMTB/2015, Appendix issued with this Circular) before importing the first batch of goods at the most convenient Customs Branch.
b) In case the List has been registered but the customs declarant needs to make amendments and supplements, the customs declarant shall submit the List and the amendment and supplementation monitoring sheet to the Customs Branch that registers the List before the deadline. point of importing goods for the first time or before importing machinery and equipment for the next shipment with amendments and supplements to the List.
c) In case of loss of the List and reconciliation monitoring sheet, the customs declarant shall send a document to the customs authority where the List was first registered, requesting to re-issue the List; Prepare a new reconciliation monitoring form in which you declare and take responsibility before the law for the number of declarations and the quantity of machinery and equipment in the List of imported goods and send it to the customs office where the import procedures for the shipment are carried out. next.
Article 8. Classification of machinery and equipment in unassembled or disassembled form
- Goods are machinery and equipment in unassembled or disassembled form, usually due to packaging, preservation or transportation requirements and are classified according to rule 2a of 6 (six) general rules of explanation. In case goods are imported from multiple sources, multiple trips, and procedures are carried out at one or more different border gates, the customs declarant and customs authority shall follow the instructions in Clauses 2 and 3 below.
2. Procedures for customs declarants:
a) The customs declarant shall register the List of details and separate components of machinery and equipment, hereinafter referred to as the List, electronically (according to form No. 03/DMMTĐKNK-TDTL/2015 Appendix Appendix issued with this Circular) accompanied by 01 Deduction monitoring sheet for details and separate components of machinery and equipment (according to form No. 04/PTDTL-TBNC/2015, Appendix issued with the Circular this) before importing the first shipment with the most convenient Customs Branch;
b) In case the List has been registered but needs to be amended or supplemented with details and separate components of machinery and equipment, the customs declarant may amend, supplement and submit the List and reconciliation monitoring sheet. amend and supplement the Customs Sub-Department where the List is registered before the time of first import or before the time of importing machinery and equipment for the next shipment with amendments and supplements to the List.
c) In case of loss of the List and Declaration Monitoring Sheet of separate details and components of machinery and equipment, the customs declarant shall do the same as prescribed in Point c, Clause 3, Article 7 of this Circular. .”
Depending on the requirements of the customs authority, the importer may have to register for synchronous inspection with a third party.
