PROCEDURES FOR IMPORTING HAND FORKLIFT TRUCKS
1. General introduction

4. Procedures for declaring and importing hand forklifts:
4.1. Registration of imported forklifts :
Hand forklifts are conditional imports according to Circular 12/2022/TT-BGTVT, so when importing hand forklifts, they must have a certificate of registration, import forklift registration procedures or declaration of standard conformity, quality inspection. quantity before customs clearance.
According to current regulations, businesses need to register for inspection before goods arrive. After receiving notice from the shipping company, the business representative will carry out forklift registration procedures.
To register for inspection, import businesses need to create an account on the national one-stop system https://vnsw.gov.vn/. For forklift products, the account belongs to the management section of the Ministry of Transport.
Documents required to prepare hand forklift registration include:
- Certificate of registration for quality inspection of imported forklifts;
- Detailed list of imported hand forklifts;
- Registration form to change the time and location of imported hand forklifts;
- Copy of Commercial Invoice;
- Confirmation of value of imported forklift;
- For used vehicles: Technical documents of forklifts/ Registration of imported forklift technical specifications;
- For 100% new vehicles: Technical documents of the forklift/Original copy of the manufacturer's Quality Certificate issued for the forklift (C/Q).
After receiving the enterprise's documents, the Receiving Officer of the Registry Department will check the documents. The receiving officer will respond to the application within 01-03 working days.
4.2. Carry out customs procedures for imported hand forklifts:
After receiving the registration certificate that has been assigned a number and has a confirmation stamp from the Registry Department, along with a confirmation of the value of imported goods (to calculate the registration fee later), you can complete customs procedures for the forklift. imported according to the Customs Law and related legal documents. The steps to carry out procedures to import hand forklifts are as follows:
Step 1: Fill out the customs declaration
Set of documents for customs procedures when importing hand forklifts in particular, and procedures for importing other goods in general according to the provisions of Circular 38/2015/TT-BTC dated March 25, 2015 ; Amended and supplemented 39/2018/TT-BTC dated April 20, 2018. Specifically:

Step 2: Register the declaration, complete customs procedures and bring the goods to the warehouse
When the customs officer receives the dossier and gives feedback on the goods for storage, the enterprise will take a declaration with confirmation of "release of goods" and pull the goods out of the port to the storage location.
Note that the documents to request to bring goods for preservation include: Warehouse diagram, design of the storage area, Fire protection assessment of the warehouse area, Certificate of right to use the warehouse and yard. Register according to Form No. 09/BQHH/GSQL in Circular 38/2015/TT-BTC.
Step 3: Physical inspection of imported forklifts
After the hand forklift is temporarily released to the goods gathering location and ready for installation and trial run, the business conducts a registration check. Enterprises must notify the Inspector to conduct a physical inspection of the hand forklift. The surveyor will notify the business of the time and location of the actual inspection of the goods, usually at the business's warehouse. When the surveyor comes to inspect the scene, you need to arrange someone who can test operate the machine smoothly and point out the chassis number to take photos.
The actual vehicle inspection time is 01 working day. From the date of receipt of registration number to the date of actual inspection of the forklift, no more than 15 days. Within 05 working days from the date of completion of the actual vehicle inspection and receipt of complete documents as prescribed, the Registry Department will issue a Quality Certificate.
After completing the field inspection, the fee will be updated on the National One-Stop Information Portal. Businesses make online payments on the system. After 3-5 working days, the system will issue electronic invoices and inspection results to businesses.
Step 4. Customs clearance of goods
Once the Certificate of Registration is available, the enterprise will declare on the customs declaration software VNACCS or submit directly to the customs officer for approval of the dossier to complete customs clearance procedures.
