PROCEDURES FOR APPLYING PERMIT TO IMPORT PRINTER AND PRINTING EQUIPMENT

1. General introduction:

Printing equipment is machinery and tools to perform one or more stages of prepress, printing, post-print processing, and photocopying (hereinafter referred to as printing equipment) ( K5 Article 2 Decree No. 60/2014/ND -CP dated June 19, 2014 of the Government regulating printing activities).

2. Legal basis and policy for importing printing equipment

4. Procedures for declaring and importing printing equipment:

          Printing equipment and printers are conditional import items according to Decree 32/2023/ND-CP dated June 9, 2023 , so when importing printers, an import license is required. Note that the types of printers that require a license when imported are printers with fax and telegraph security functions that require a license when imported:

1. For specialized printers in the list of imported printing equipment issued under Circular No. 22/2018/TT-BTTTT , businesses submit documents on the national one-stop site: https:// vnsw.gov.vn/ to carry out procedures for applying for a printer import license.
2. Dossier to apply for a printer import license includes: 

• Commercial contract ;
• Invoice/Packing List;
• Business registration certificate: 1 copy;
• Application for a license to import printers (clearly stating the purpose of "production use" or "business (sale)") on the application, multiple printers can be recorded on one license application;
• Printer catalog documents, printer labels... of each type of printing equipment according to the application for a license to import printing equipment.

          Within 3-5 working days from the date of receiving the complete application, the receiving officer will check and provide feedback on the permit application on the National One-Stop Information Portal.

              The authority responsible for issuing import permits for printing equipment is the Department of Publishing, Printing, and Distribution. The permit will be returned in paper form to the address: No. 10 Duong Thanh Street, Cua Dong, Hoan Kiem, Hanoi.

          Subjects applying for licenses to import printing equipment are businesses , organizations and establishments licensed to operate in printing with legal status according to the provisions of law.

3. For printing equipment items issued under Decree 72/2022/ND-CP dated October 4, 2022 , businesses are required to submit paper documents directly to the Department of Publishing, Printing and Distribution:

• The application for a license (declaration confirmation) to import printing equipment includes: Commercial contract; Invoice; Business registration certificate (1 copy); Application for printer import license; Documents, printer catalogs, printer labels;
• Within 03-05 working days from the date of receiving complete documents, the Department of Publishing, Printing and Distribution will issue a license to import printing equipment. In case of not granting a license, a written response must be issued in writing. Paper documents at address: No. 10 Duong Thanh, Cua Dong, Hoan Kiem, Hanoi.

5. Carry out customs procedures for imported printing equipment and printers:

5.1. Step 1: Fill out the customs declaration
