4. Frozen pork export process

To export frozen pork, you need to comply with the requirements of the importing country. According to current regulations, businesses are only allowed to export pork products for food to the group of countries and territories where Vietnam has registered to export animal products for food.

Pork is a food that belongs to a terrestrial animal product. Accordingly, terrestrial animal products are "meat, eggs, milk, honey, beeswax, royal jelly, semen, animal embryos, blood, internal organs, skin, fur, bones, horns, tusks, and nails." and other products originating from terrestrial animals" (according to point a, clause 2, Article 3 of Thuy Law 2015).

Regarding pork export conditions, Appendix I issued with Circular No. 01/2024/TT-BNNPTNT stipulates that pork is on the list of terrestrial animals and animal products subject to quarantine. Therefore, before exporting pork, according to regulations, goods owners must register for quarantine at the Regional Animal Health Sub-Department, the Regional Animal Quarantine Sub-Department under the Veterinary Department or the Sub-Department with specialized management functions. Provincial veterinary medicine is authorized by the Department of Animal Health (border animal quarantine agency). In case the goods owner does not require quarantine, the goods owner must carry out quarantine for transportation out of the province according to the provisions of Article 4 and Article 5 of Circular 25/2016/TT-BNNPTNT.

Thus, in order to export pork, individuals and organizations need to go through the procedure to apply for a Certificate of Quarantine for exported pork and carry out customs procedures to clear goods.

Step 1: Register for quarantine of frozen pork products (issue a quarantine certificate for frozen pork)

Organizations and individuals need to prepare documents to apply for a Quarantine Certificate including the following documents:

  • Quarantine registration application;
  • Veterinary hygiene requirements of the importing country or goods owner (if any);
  • Sample of Quarantine Certificate from the competent authority of the importing country (if any).

Submit documents to the competent authority, after preparing documents, organizations and individuals

Pork exporters submit quarantine registration documents to the Department of Animal Health. Within 01 working day from the date of receiving valid documents, the Department of Animal Health decides and is responsible for notifying organizations and individuals registering for exported pork quarantine of the location and time of inspection. pandemic. Within 05 working days from the date of quarantine commencement, if the quarantine requirements are met, the Department of Animal Health shall issue a Quarantine Certificate; In case it lasts more than 5 working days or does not issue a Quarantine Certificate, it must notify and respond in writing and clearly state the reason.

            In case the importing country or the goods owner does not require quarantine, the goods owner shall carry out the quarantine according to the order of quarantine of terrestrial animals and animal products transported out of the provincial area specified in Article 39 of this Law. Veterinary Law 2015. After completing the quarantine of exported pork, organizations and individuals need to carry out customs declaration procedures to clear goods.

Step 2: Carry out customs procedures for exporting frozen pork

Set of documents for customs procedures when importing frozen meat in particular, and procedures for importing other goods in general according to the provisions of Circular 38/2015/TT-BTC dated March 25, 2015; Amended and supplemented 39/2018/TT-BTC dated April 20, 2018. Specifically:

  • Customs declaration;
  • Commercial Contract i (Sale Contract);
  • Commercial Invoice/Packing List ;
  • Booking confirmation.
  • Quarantine registration certificate.

After completing the customs declaration, the Electronic Customs Data System will return the declaration classification results. If there is a flow of declaration, print out the declaration and bring the import dossier set to the Customs Branch to continue the customs procedures. Depending on the results of the green, yellow, and red channel classification by the customs authority, the steps to carry out customs procedures will be carried out.

Customs officers check customs declaration information (for yellow channel & red channel), physically inspect goods if any (for red channel) & after the enterprise submits the Animal Product Quarantine Certificate If the requirements are met, the declaration will be cleared.
