Hung Yen Proposes Construction of Major Seaport in Diem Dien: A Strategic Breakthrough for Northern Vietnam's Logistics.
The official proposal by the Hung Yen Provincial People's Committee to build a large-scale seaport in the Diem Dien area has drawn strong attention from the logistics community, infrastructure investors, and transport enterprises. With the capacity to accommodate cargo vessels of up to 200,000 DWT – equivalent to leading seaports in Southeast Asia – Diem Dien Port is expected to become a new transshipment hub, contributing to the restructuring of supply chains and cargo flows in Northern Vietnam.

Diem Dien Port – A New Focal Point in Regional Logistics Planning
According to the proposal from the Hung Yen Provincial People's Committee, Diem Dien Seaport will be built in the southeastern coastal area of the province, aligning with the province’s economic development strategy toward the sea and leveraging its strategic geographic location. The port is planned to handle vessels of up to 200,000 DWT – a notable figure when compared to existing ports such as Cai Mep (214,000 DWT), Lach Huyen (145,000 DWT), and Vung Tau (50,000 DWT).
This will be one of the largest seaports in Northern Vietnam, alongside Hai Phong, and will serve as a core driver for transforming the Thai Binh Economic Zone into a multi-sector economic complex. By 2030, Diem Dien Port and its surrounding area are expected to include 10–11 berths, 12–13 piers, with an estimated throughput of 6.8–8 million tons of cargo per year, including about 0.02 million TEUs of containers.
Positive Signals from the Central Government and Ministry of Construction
At a recent working session between the Hung Yen Provincial People’s Committee and the Ministry of Construction, the proposal to build Diem Dien Port received strong support from ministry leaders. Deputy Minister of Construction – Mr. Nguyen Xuan Sang – praised Hung Yen’s strategic vision for maritime economic development and confirmed that the Ministry would collaborate with relevant authorities to study a feasible plan and submit it to the Prime Minister for approval.
Accordingly, the Diem Dien terminal area will become an integral part of the Thai Binh Port Region – an area already identified by the Government for development with key terminals such as Tra Ly, Ba Lat, along with buoy systems, storm shelter anchorages, and key transshipment points.
The Ministry of Construction’s clear stance of support is not only a positive sign for Hung Yen but also marks the beginning of a new, synchronized, and long-term phase of logistics infrastructure development for the Red River Delta.
A Strategic Advantage for the Logistics Sector and Transport Enterprises
The construction of Diem Dien Port will significantly impact the entire logistics chain in Northern Vietnam, especially as existing ports such as Hai Phong and Cai Mep are gradually reaching capacity, while businesses seek additional options for optimal transportation and distribution routes.
For Dolphin Sea Air Services Corp., this is an opportunity to:
-
Expand the domestic and international sea freight service network
-
Shorten interregional transport routes across the North – Central – South axis
-
Improve the efficiency of transporting project cargo and oversized shipments
-
Optimize operating costs thanks to a stable cargo flow and multimodal connectivity from the port
In addition, Diem Dien’s proximity to major industrial parks such as Pho Noi Textile Industrial Park, Yen My IP, and Thai Binh IP enables Dolphin to proactively deploy door-to-door services, container consolidation, LCL/FCL shipments, and e-commerce logistics.
Driving Regional Growth and Attracting Investment
Diem Dien Port not only brings economic value to Hung Yen Province but also serves as a catalyst to attract infrastructure investors, manufacturing companies, and import-export businesses in the region. The integrated planning of the port – logistics – industrial zones – and interregional transport will form a complete value chain, supporting regional GDP growth, job creation, and enhancing national competitiveness.
As global supply chains undergo restructuring, Vietnam needs more regionally scaled logistics hubs to attract FDI, shift production, and strengthen trade connectivity with international markets. If properly implemented, Diem Dien could become the “second Cai Mep” of Northern Vietnam.
